Who can counter this combo?

Returns 4 seconds later
Teleports opponent
Performs sealing in about 1 second after opponent is teleported.
Does this give time for anything?
Muu had the chance of splitting before he landed on the ground after taking a Planetary Rasengan, when will he have that chance here? And Eight Trigrams seal seals multiple targets as it sealed Minato, Kushina and Kyubi in one go so if he splits, the clone will be sealed as well.
About Izanagi,

2. Izanagi requires seals as seen with Danzo. And if Itachi can use it without seals like Tobi did, why so sure he can use it in that 1 second opportunity before he's sealed?

Its a different seal and a different situation
Seal used in the war seals 1 person at a time while Eight Trigrams seal sealed Kurama, Minato and Kushina in one go, and unlike with Naruto Onoki and Gaara, he can't split and hide his clone, his only chance of splitting is when Minato is about to seal, if he splits right there in the open where Minato can see him and his clone Minato will simply seal both.

*His rival takes his kunai and throw it far away/Hides far away/goes to sleep at home*
*Minato comes back and says: wtf?*

Minato has more than one kunai in the battlefield and can mark ground with his hand, can opponent throw ground away?
