But he didn't. Cause he just believed that they have different thinking. . Fugaku Uchiha , the great leader of the Uchiha.

Besides Hiruzen, no Konoha shinobi died during the Orochimaru invasion. If there would have been a civil war in Konoha because of the Uchiha, then there would have been countless bloodshed. Konoha would have lost so many valuable, strong shinobi. Thus, other villages would've took advantage of that. They knew better than to f*ck with Konoha because of Kakashi, Jiraiya, Tsunade, Guy, Asuma, the Hyuuga clan, and the original Ino-Shika-Cho.
Btw, Fugaku was a proud man. He didn't have the patience or tolerance to keep allowing himself and his clan to be controlled by Konoha.

the uchiha wanted political power and wanted a higher spot in the village, by doing that they planned on overthrowing the village and take over and try to do something like an anarchy, however, hiruzen and the rest of the village would fight back and that would be a civil war. the uchiha would've been destroyed much like the kaguya clan attacking the mist village. the uchiha would have been wiped out, and they would've taken part of the village with them reducing the leafs forces greatly. leaving a neighboring nation to attack and pick up where the uchiha left off. and that neighboring nation wouldn't be the only nation fighting, other villages would attack the leaf to take their land and the leaf would have been destroyed
