Therehavent been a mention of them being in a clan. Its just the requirements for being Raikage include:
1-A close relationship with the previous Raikage
2-Be effecient at close range
3-Must have high chakra levels
4-Have insane brute strength
5-Must learn the raiton armor technique

Those sound more like standards, raised by the more recent Raikages, than requirements.
