in pure bloodbending yakone is the best. he took out a room full of benders and the best in the world with handcuffs. where as amon got overpowered by mako, and korra with only air bending meaning through sheer willpower. bloodbending wise in technical skills amon has it with taking bending but raw power is yakone without a doubt.

Firebending: If we're going with strictly seen feats then I'd say Ozai or Iroh but since Zuko learned Iroh's rederecting technique I have reason to believe in his prime he was the strongest firebender.
Waterbending: Katara or Amon (if it was no bloodbending, it'd be Katara)
Earthbending: Obvious, Bumi or Toph
Airbending: Tenzin or Zaheer (in a fight without flying Tenzin would wreck as seen in LoK)

Air- criminally undershown for obvious reasons in the shows
1.Tenzin- son of the avatar and the only TRUE master of air until jinora.
2.Zaheer is an airbending prodigy. In a very short amount of time he was shown to be quite capable. He unlocked the ancient airbending move of flight, but this does not make him a master. This is very clearly showcased in a battle with tenzin. Now if given proper training he would be #1 but with his unrefined skills hes still incredibly powerful but not the best
3.Jinora- Youngest master in history surpassing her grandfather avatar aang. Jinora is the true airbending prodigy, and not only is she a master airbender but she is also one of the most spiritually connected characters in the entire universe.

1.Katara- the best healer in history, and one of the most accomplished waterbenders in battle as well. She is the master of masters and has shown proficiency in every subset of waterbending known.
2.Yakone- on pure power alone very few waterbenders standup to yakone. Able to bloodbend during the daylight he was able to bloodbend an entire room of people during the middle of the day. Up to this point and even after noone is ever shown bloodbending this amount of people during a full moon or not.
3.Amon- soon of yakone. shares some of his powers but is a farcry from the original
earth-
1.toph- Easily the most talented earthbender in history. In her 80's she was still a compotent fighter. created metalbending and to this day is still the best ever at it.
2.Bumi- Quite possibly the strongest earthebender ever. Many feats accomplished at 112 years old- such as solo taking back his entire kingdom. In terms of raw earthbending prowress none beat bumi
3.Bolin- Ghazan was about to make this list but bolin is now on same level in terms of lavabending and imo a better fighter.

1.Iroh-the dragon of the west was a general in the 100 year war. Giving up his position he became a wise and kind old man who still is one of the best firebenders in history. His firebending is incredible and he was even able to devise a way to redirect lightening.
2. Ozai-In terms of raw power Ozai was probably the strongest. But he lacked creativity and was a very bland bender. You knew what you were getting.he is able to lighteningbend
3(TIE).-Zuko and Azula- Zuko was a failure, he overcame his failings to become one of the greatest firebenders. His phillosphy change in the 3rd season allowed him to unlock his true potential and become a great firebender. On the opposite spectrum Azula was a prodigy unseen in history. A very porficent bender even from an early age she was stronger then her teachers. She has unique blue flames and is able to lightingbend with extreme talent. Azula is one of the scarier characters in the entire show.
