This list mostly consists of the swordsmen i like, im not actually making a list of the strongest swordsmen. Not too many over the top strong ones pop into my mind right now.

Would Darkness from To Love Ru count? Her transform ability gives her the ability to make her hair into pretty much any weapon.
Chaos;HEAD, their swords are used for reality warping. Lol
Shakugan no Shana chars...mhm..
Seto from Needless uses a sword but her ability is gravity.
A Ga Rei character is probably one but I'd have to check for the manga feats. The anime chars strength is mostly based off of the spirit beasts.
In Mai- No it's not time for that one yet.
I think Chrome Shelled Regios characters should be taken into consideration as well.
Kuwabara can cut through dimensions with his sword.
So I Can't Play H...erm I'd have to think of Ryosuke being potent with his "sword".
This isn't my top 10, just characters that I think would be up there.

Why the hell are people saying Zoro and not Mihawk
OT, my manga is limited but from what I know-
1. Goku, with his power pole
2. Gohan
3. Trunks
4. Whitebeard
5. Mihawk/Kizaru/Shanks
6. Kizaru/Mihawk/Shanks (since he uses that light sword thing)
7. Shanks/Mihawk/Kizaru
8. Shiliew
9. Law
10. Bee

kami tenchi and his light sabers. they desintegrate matter and are extensions of his LHW so that's says enough. 3 LHW tenchi and god tenchi are really different.

janemba is a pretty cool swordsman he was easily able to cut ssj3 goku with no effort whatsoever.

claymore char are insane with swords. ofc teresa, her skills are remarkable and her speed is insane.
zoro/dracule mihawk
and kenpachi.
gourry wielding the sword of light (hellmasters later empowers it further)
dark schnedier is also a classy swordsman, he was epic at wielding the sword and fighting arshes with efreet.
(there are multiple more if we go in terms of strength, but meh i'm lazy)
