Who are the most underrated shinobi ?

I believe Jiraiya and Tsunade are two of the most underrated shinobi, it's sad because honestly they're unbelievably strong. People forget what it means to have the title of Sanin'.

Jiraiya and Kakashi are overrated not underrated especially with the things Kakashi has been showing recently.

I would say Taka(Obviously not Sasuk) , Chiyo, Sasori, Kisame, Darui, Mei and Kimmimaro.

Rock Lee has never fully opened his inner gate. When he takes the bandages off of his feet his speed is close to unparalelled by his peers, and his drunken style... Without the bandages on his feet, has never been tapped into. Hugely underrated. Kishi needs to bring him in fully into the action.

This^ Lee is no push over but people believe so.

Most of the ninja world pretty much. A lot of that has to do with people being trolled for plot by a single ninja who gets trolled for plot later on lol. Or they just aren't being used signifucantly throughout the serieswhich I admit is pretty hard to do tbh.

Neji. Hard to bliv he was actually touted as the rookie of the village even before Sasuke and now Sasuke's near kage level while he is still stuck

sasuke is far beyond kage level heres underrating at its finest lol he can easily compete with the strongest ninja in exisistence bm naruto surpasses him without a PS though but he still would be a very valuable asset to either side of the war

Uchiha Shisui , probably the most powerful genjutsu user ever ( koto amataukami) also incredibly fast (nickname Shisui the Teleporter) ! And of course his will was similar to Naruto like Itachi mentioned ! Too bad we have seen so little of him!

Heh, well since it is "MOST", I would say Toroi is really underrated. His magnetic jutsu is really nasty. Would have like to seen more of him, especially because the magnetic users are limited.

honest to god, this man is the brains behind this entire war! he's practically the Hokage's right hand along with Shizune and Sakura. this man is a genius and has literally been shaping the outcome of this war by his actions

the whole Nara clan in general is incredibly underrated! I mean we've only seen Shikamaru, Shikaku, and Ensui Nara. of those 3, they have all been shown to be incredibly intelligent, quick witted, and have great leadership skills. Shikamaru is definitely Jounin level and at the age of 16 is leading a whole war division singlehandedly by himself. Ensui (even being a classic extra character) is currently in charge of his own division ever since Kakashi left and went after Madara/Obito. and then there's Shikaku who is literally manipulating the entire Shinobi Alliance, calling the shots, and deducing attack formations and strategies.

Sasuke, Plot no jutsu put's him equal to naruto.
Hidan has done something rivaled only by pain, by killing someone who wasn't fodder, and having them stay dead.
Underestimated because of the shikamaru fight. He'd win he his scythe was attached to it's rope, and shikamaru had days of prep
Pain, because of the naruto fight. Deva alone beat him in a few seconds.
Deidara has the most unstoppably powerful jutsu ever(C0) and shadow clones to explode for him. Underestimated because of the sasuke fight. Sasuke just happend to have the perfect combination to beat him

Also probably kurenai, because she only has one fight. But being pulped by itachi isn't a sign of weakness.
