This exactly and I'm gonna add Kimimaro. Looking at his feats he is an OP character, anyone who can tank sand burial is f***ing amazing.

Naruto (by Sasuke fan-boys), Sasuke(by Naruto fan-boys), the Byakugan( most undderrated doujutsu ever), J-man ( A ****ing Sannin that is hardly ever in people's top ten), Tobirama(cause we don't hear anything about him other than Edo Tensei), and last but not least The white fang of Konoha( this because again, he is not in anyone's top ten and yet he was said to overshadow the power of the three Sannin).

Shino really underrated he barely is on the show but when he is he is totally a badass with those icky bugs of his i hate bugs:flaw:

Sarutobi Hiruzen, Konan, Yakushi Kabuto, Yamanaka Ino, Kaguya Kimimaro, Tayuya, Aburame Shino, Hyuga Neji, Tsunade, Haruno Sakura.
I don't say they are the strongest but from what I've seen they are underrated for what they've done and for their power and abilities... Remeber some shinobi are better at 1 on 1 combat and some ninja spicialise in battles where they can contribute more if they are more people involved on their side.

i would say shino because they had the anime filler ark where he trained in taijutsu and his bug style is good, and also choji he is super strong and has butterfly bullet tech that basicly one hit ko

Deidara, he has the only jutsu that could beat all tailed beast's at the same time, including juubi, ad why not, the 0 tails from the movie.
And the gedo mazo.

Also shadow clones to explode for him, and magic wonderful burrowing jutsu that let's him avoid the explosion.
And now i know how to change the thing that said i was a genin.

Totally agree that the most underrated xter is ramen guy,he makes super delish ramen but he is never recognised
