As far as we know , yes. But its been like 15 years since then. A lot could have changed. There's a possibility that he has a DF now.

WB is the strongest after Roger died ... during 22 years, we don't know if WB have fight strong opponents. Maybe no one "high tire" fight him, so everyone still call him "the strongest"...... but out there can be someone who stronger than him, but not interested on WB title. Such as Shanks or Dragon.....

We know nothing about Shanks' fighting capabilities and the full extent of CoC. If I had to guess I would say Prime WB high-extreme diff., I don't think Shanks' having an arm makes a big difference either. He obviously gotten stronger since he lost his arm and he probably has a different fighting style.
