It's White Zetsu and his 100 000 clones wich Madara was confident that it was enough to fight the shinobi alliance, it's like saying Black Zetsu could fight the entire Alliance

Zetsu has Wood Release and we havent seen it in action so I think that Black Zetsu uses it while white zetsu just likes multiplying with himself
