I doubt he's a noble because there's no plot point in him being a noble but maybe there will in the future but I'm curious as to what kind of plot point will there be in him being a noble. It seems as though he knows Dragon and Dragon did mentioned that he once lived in Goa Kingdom.

If Sabo did died then the would be no point of his existence in the manga. Oda could've easily decide not to create him and chose to make only Ace as Luffy's brother and it wouldn't even messed up the plot of the story one bit. Ace might not have "S" tattooed but that's irrelevant. There must be a point in his existence in the manga. I think I once heard that Dragon did not save him but instead a revolutionist name Bunny Joe but he also did mentioned that he was at the World Noble's reception ceremony on Dawn Island and I highly doubt that he chose not to save Sabo because there seems to be some kinda building up to plot relation between him and Sabo. I wouldn't be surprise if he's in the revolutionary army. And no, I don't think Oda made any claim that Sabo is still alive in any of his interview because that would ruin his surprise for a plot if Sabo did survive.
