The reason I came up with this conclusion is the fact that Bills told Goku near the end of the movie that he was the second strongest fighter he ever fought, the first was implied by Bills as Whis, his mentor. And remember, Whis oneshots Bills for destroying a few small planets with a single karate chop to the neck resulting in him falling asleep for a few years. Also, Whis was the one who asked/offered Goku the position God of Destruction assuming something 'bad' were to happen to Bills in the following years. So, Whis > Bills /< Goku? haha
