On thread, do you mean alive at the present? Because if so I would say it is a close call between Konoha or Kumo.

Actually I give it to Konoha. The only thing that was making them better was Bee and A and now that has been nullified by Naruto becoming better than Bee.

Well i have to go with the hidden Rock:
Oonoki is super skilled, old yet he is probably one of the most powerful shinobi in the alliance with his dust release, he could go up against a lot of enemies and maybe come out of it without breaking a sweat, by using his dust release, core jutsu and rock golems and rock clones and more. He is super intelligent, speed isn't everything. Also of course we can't forget he is like superman, he can fly and he is quite strong.
Though then i have to go with cloud because of killer bee and raikage.
then comes the leaf.

Though story-line hovering around Konaha, but it seems hidden cloud village has the strongest shinobi..

That is one ninja that you listed from the Hidden Rock. Name others that are of equal or greater skill than people in Konoha.
Secondly if you are going to count Killer Bee then you have to count Naruto, which means that Naruto>>Bee.
Tsunade is the only weak link, all the other Konoha ninjas are better than their counterparts from other villages.
