its not..... lol. IT is Kaguya's technique i believe.

Madara can use it.. its in his arsenal... However, the creator of technique is Kaguya.

In terms of skill, Itachi would definitely be first as he's shown the most versatility with genjutsu in the manga, not to mention his control within Tsukuyomi.

In terms of power, Sasuke's Rikudou-enhanced Rinnegan genjutsu would be first if we're not including IT.

Sasuke's was most impressive, knocking out nine bijuus with a glance, but his genjutsu probably isn't as potent as Itachi's. Obito was said to be able to control a perfect jinchuriki for years, and even controlled Kurama with 3 tomoes. Obito's genjutsu was even able to keep a sensory like Fuu in a paralyzed state.

Yagura even as a kid had mastered his Bijuu and become a perfect Jinchuuriki, and had masterful(prodigious, can't stress this enough) battle skills. His pride is his giant club (the weapon he carries).

Also confirms that Obito's Douryoku was responsible for controlling Yagura, but I can't make out much on that line beyond that due to image quality, but I think it's just saying Tobi took control of the villages affairs through Yagura. Nothing about what Jutsu he used to control Yagura or how Yagura was freed from that Jutsu.

Cool........ Izanami isn't Itachi's jutsu. Its not restricted to him. Its a technique passed down from the uchiha.
