In terms of skill, Itachi would definitely be first as he's shown the most versatility with genjutsu in the manga, not to mention his control within Tsukuyomi.

In terms of power, Sasuke's Rikudou-enhanced Rinnegan genjutsu would be first if we're not including IT.

Obito controlled a perfect jinchuuriki, that's the best genjutsu feat out of the three. However based on portrayal sasuke should have the most powerful genjutsu thus far. & It's debatable whether itachi can k/o a perfect jin w/ tsukuyomi although if he can then he'd be above obito, if not then he'd go below. Itachi is the most skilled w/ genjutsu though.

Itachi [Assuming tsuku works on PJ's/most skilled with genjutsu]

Obito [Controlled a PJ/but only matched kakashi in genjutsu]

Yagura was only considered a perfect Jinchuriki because Obito was controlling the two

2. Shisui/Itachi - there whole fighting style revolved around Genjutsu
3. Obito
4. Madara - only because he's more of a ninjutsu power house than a Genjutsu specialist.

All I'm saying is , its not a technique limited to Itachi.. so there was no need for "itachi's izanami"... Mokuton is not limited to Hashirama. Madara's mokuton as a jinchurikis is his mokuton, not Hashirama's.
