Madara protected the village plenty in his lifetime. Remember he went from Village to Village telling people (Like Ohnoki) to do whatever Hashirama wished or else he would personally solo them. He only tried to destroy the village after...

1. He read the uchiha tablet and saw Humanity was doomed too repeat the endless wars
2. the uchiha disowned him
3. Tobirama and the elders didn't want him to be 2nd hokage.

He didn't believe in the village system of peace anymore
So he sought power like Indra (Kyuubi) too change it.

And Obito technically did save Konoha twice. Even though he did attack and almost destroy it.

He saved it by Offering to help Itachi on his mission given by Danzo to slaughter their kinsmen. Thus preventing Konohas destruction in a world war.

And he was a key player in Saving both Naruto & Sasuke when facing the Juubi (Kaguya) Saving the whole shinobi world.

Not too mention he did give his Sharingan too Kakashi.
Who knows how key the famous copy ninja was in doing priority missions with obitos sharingan.

Madara himself is a founding father along with Hashirama so without him there wouldn't be a Konoha

We do know bits and pieces about Shisui from the Manga.

We know he's refered too as "Shisui of the shunshin" or body flicker.

We know he had Mangekyo Sharingan & with them the strongest genjutsu in the manga (excluding rinnegan genjutsu)

We know he possessed the will of fire, & that he was Itachi's best friend, someone he admired alot.

And we know he was going too stop the coup de etat himself before Danzo stepped in & took one of his eyes.

He's related somehow to Kagami Uchiha which was an uchiha with the will of fire that Tobirama actually liked.

We also know he gave Itachi one of his eyes, and then committed suicide granting Itachi his MS.

He was a pretty cool guy.

Obito would be the best choice since he was raised by Minato. The ideals and wisdom one inherits from Kages can't be matched by how smart or strong you are. You need the will, the spirit, and mind for the position. It takes courage, sacrifice, patience, and you must earn the trust of the village. Obito had all these qualities and had events been different, he very well could have became Hokage.

I think Itachi and Obito if one of them would be alive. I think Itachi is self-explanatory why. IMO Obito would make great Hokage, same as Kakashi, he experienced "hell", solitude, friendship, love, hatred and thrill for revenge. He would know what it takes to become Hokage.
Talking about power and leadership, ffs, he was one who could create damned 4th world war.

Obito - Proto Naruto
Kagami - Not bound by curse of hatred. Student of Tobirama and trust companion of Hiruzen, Danzo, Koharu and Hamura
Fugaku - Pragmatist and militant
Sasuke - idealist but pragmatic
Itachi - would be manipulated and used by Danzo, the same way Hiruzen was.
Shisui - Too naive and could only see short term gains and not long term effects
