Personally as much as I like Itachi, I think Obito, & Maddy would have made better Hokages

Itachi & Kisame vs Leaf Jonin, or Itachi, Naruto & Bee vs Nagato being good examples.

Obito actually went out of his way too create a collection of strong & talented shinobi for Madara's eye of the moon plan. You know "akatsuki". Along with the good team work with Kakashi when trying to save Naruto etc.
