It's still Madara who was thought up first by the author. Madara was forshadowed since part one already when Naruto fought Sasuke at the Valley of The End, Naruto standing on Hashirama's head and Sasuke standing on Madara's head. When Kakashi comes to the seen he comments about how ironic it is that their battle took place at the valley of the end. And the character Tobi does not exist because all he did from the start was to follow Madara's mandate, he even introduces himself as Madara which shows that he was jus a plot device to build up the legend of Madara. The image of Tobi may have appeared first in the Manga (unless you count the statue of Madara at the valley) but the character of Madara was introduced first because everything the masked man did was Madara, he was following Madara's mandate and following his plan, even acting like Madara. Kishi was building up Madara's character through this guy. The real Tobi we see is the one in the war, the one without the mask, the pathetic one.
