Chidori is a a change in nature and a change in shape which has two seperate properties.
So I'd say Chidori is harder because of that, it's proper use requires Sharingan. Sasuke would be able to use rasengan effectively and better than Naruto because of his sharingan. Naruto on the other hand may be able to learn Chidori(like that'll ever happen) but not use it as effectively as Sasuke.
The rasengan is the easiest to comprehend but the hardest to preform while chidori is vice verda.

Rasengan adds diferent chakra control like walk in a tree, walk above water, shape manipulation, increase of power, speed and different aspects.

We only saw this one page of them learning the Rasengan, but if that was all Naruto told him and left him to figure the rest out, Konohamaru wouldn't know the balloon exercises he later on teaches to Boruto as he learns the Rasengan.
Your doubts are yours it's clear by the scans I provided what Konohamaru took to learn it. The anime goes into more detail on it. With each stage that Naruto's teaching he gives a balloon, the rubber ball etc. Konohamaru had to figure it out himself.

You're assertion suggests Kakashi who failed to create an S rank Jutsu while knowing an A rank jutsu would create an inferior jutsu to replace the A rank jutsu? Why would kakashi waste his time doing sucha thing when he already has an A rank jutsu at his disposal.

That's a big no. Rasengan is rotation and contaminment of rotation. The steps are only for you to get there and at the end of the day it's just shape manipulation. Even if it was 10 steps it wouldn't change from being just shape manipulation.

Lie. Kakashi no longer being able to use it has nothing to do with talent. He can't use it anymore because he doesn't have the sharingan, and this issue revives that tunnel vision problem that he had when he first invented chidori as a kid. That is why Kakashi uses shiden now. This is even detailed in the Kakashi novel.

But if we were to go back to the creation of both techniques, then Rasengan was clearly more difficult to create seeing as it took Minato 3 or so years to create while we're to believe Kakashi created Chidori fairly easily.
