I assume they're both equally easy to comprehend (Rasengan is swirling chakra, Chidori is lightning in your hand), but Rasengan is probably more difficult to perform, as multiple character commented that Naruto's goal of learning Rasengan was impossible, while I don't recall anyone commenting that Sasuke's use of Chidori was anything more than above average for his rank.
Chidori, due to the fact it's only Sasuke and Kakashi who are able to use thus far, while Rasengan has seven people or more who have been able to learn it.
In Naruto's case he was incompetent and suffered from other issues. The fact that Sasuke learnt it was actually confirming his prodigious talent and Uchiha blood.
OT:Rasengan it's a swirling multi directional mass of chakra held in your hand and is just a change in shape.
Chidori is a a change in nature and a change in shape which has two seperate properties.
So I'd say Chidori is harder because of that, it's proper use requires Sharingan. Sasuke would be able to use rasengan effectively and better than Naruto because of his sharingan. Naruto on the other hand may be able to learn Chidori(like that'll ever happen) but not use it as effectively as Sasuke.
Naruto could use sage mode with chidori the same way he used sage mode against the third raikage, that way he would be able to use chidori as effectively as sasuke if he were ever to learn it

Not really it was easier against the raikage since raikage is a linear fighter and SM doesn't grant clarity or precognition the necessary qualities for an effective Chidori. This is excluding Kakashi who has many ways to take maximum benefit of it.
Tsunade didn't know about that piece of backstory of his as a "failure" and still deemed it impossible...which automatically proves your claim of his incompetence wrong, since he did actually manage to accomplish as much.

Lol I might be remembering it wrong cause it’s been a while since I’ve seen that part, but if that’s the case then I don’t see why it wouldn’t work the same for chidori. Rush in with enhanced sage mode speed and dodge any counter with danger sensing cause I mean it may be a linear attack that he dodged, but there’s no disputing that the raikage was still far faster than most other shinobi

Anyway the point is Rasengan is peak shape manipulation jutsu, Chidori is a nature and shape manipulation jutsu it involves two seperate processes not just one.
You're right but that sensing is general sensing(like chakra sensing) you can't sense intent as you do with the Kyubi chakra mode. Anyway it goes back to what I said Linear and I forgot to mention Kabuto was also controlling the 3rd Raikage. Naruto wanted to enhance his reflexes so he could dodge faster against linear fighters who just want to solo you it might work but not against others. That's also escluding all of the other factors in that fight
