Your selective reading is getting out of hand:
Itachi is the fastest here. That goes without saying. Kakashi even without the sharingan was as fast as weightless lee. With it his reactionary skills go up allowing him to fight opponents even faster than that with ease. Where as there's nothing putting neji even on weightless lee level.
