His ability to tame the bijuu wasn't a Rinnegan feat but a Sharingn feat enhanced by having a tomoe Rinnegan. And being able to tame 9 bijuu is not the same as taming thousands of shinobi across the globe, Kaguya required the bloody moon to do that
