jiraiya..the guy is very stealthy for his size and even in death he managed to kill a god.. somewhat xD

I think those are my votes too, but problably all the Nara are geniuses who knows though :shrug:
Minato has been shown to be very clever and quick on his feet, itachi has shown to think way farther ahead then most people have expected, shikamaru even though physically not that strong, through intelligence was able to beat one of the akatski regardless of whether he was the weakest of the akatski or not all members of the akatski are s level in the bingo book which means he's still tough as crap to take down.
Of course if you mention shikamaru you have to mention his dad shikaku who always beats his son in shogi, a game of strategy.
P.s Kabuto is also pretty clever for being able to trick so many ninja though out the series both shippuden and non

minato,shikamaru,itachi. shikamaru comes up with the best strategies by far, but he takes up more time to come up with them, otherwise he'd be top. although tbf to him, it's mostly because his abilities hold him back i think, had he minato or itachi's ability he would be superior to them as far as mental feats go i think.
But that doesn't make him a tactical genius, that just means he's a genius when it comes to doing JUTSU, the natural physical ability, I'm not arguing that sauske isn't one of the smartest I'm just saying not for the reasons you stated
