War arc Neji ? Hell no, but a Neji that wasnt nerfed because of plot restriction ? Hell yes, Hyuga come from Kaguya like Senju andnUchiha therefore should be just as strong. Hiashi said that Neji's talent surpassed the main branch, that should tell you he was special like Sasuke and should be been the transmigrants equal.
