Which male character in Naruto had potential?

I've always seen threads about how many female characters were wasted on, in comparison to male characters, although I think it's a bit on both sides actually.

Is there any male character in the Naruto series whom was just overall skipped over despite having an interesting character?

Shino could murk people with that poison thing his cousin had, If shikamaru could do the shadow thing his son did in boruto making it a circle he'd be OP, Darui being the only raikage without lightning chakra armor is bs he'd be OP especially black lightning.
IMO choji is so underrated he's basically a susanoo himself with butterfly chakra mode he can neg most people

People will never understand that the Byakugan cant evolve like the Sharingan. Only Hamura's branch of the Ototsukis can activate the Tenseigan.

The underdeveloped yet worthy males imo are:

Shikamaru (he could've become a great friend to Sasuke and Naruto);
Neji (Kishi basically forgot about his existence in the middle of p1);
Lee (I understand that a big part of his character is fan service, but I believe he could've been made very interesting provided that he'd get the necessary development);
Hidan (too little information on him and his past was revealed. Wtf is Jashin? What is its cult? How come he's immortal? Too many unanswered questions).

You have no proof that only an Otsutski can awaken tensigan. What I said above are the requirements to awaken tensigan so chill out. No reason to get all hostile because you disagree with me.

NGL i liked shion and naruto together way better then sasusaku and naruhina, but the tenseingan requirements are weird because a lot of ootsuki have the byakugan and hamura chakra if they're his descendants so why don't they awaken the tenseingan? Toneri said he wanted a "pure" byakugan but would his ancestors be more pure since they're closer to the source of lineage
