I know it said that somewhere, but before Obito was even evil Kiri ninja were on about the Bloody Mist. And given Yagura's portrayal, he probably didn't start it either.

Well it was stated that Yagura started "Bloody Mist" but only after they suspected him of being controlled. So the theory is Madara first controlled him and then passed it down to Obito.

That's the only way it would make sense.
