By using mayfly zetsu can travel to whenever he wants and extremely fast O_O
Minato is more of a short-range combat,if you are in his range,thats it but zetsu can fight in all ranges.
So you can?t say zetsu is slow if you can say minato is fast,cause jutsu they use count as fast U_U
