A pirate, because if they have a high enough bounty there always being hunted and if seen there getting attacked. With the marines it depends if u get a tough pirate crew, like say if you ran into to kid your dead regardless because he kills anyone they opposes him. If you run into the straw hats it depends if you attack them if you dont luffy wont bother to attack you. unless you have a vice admiral or admiral your screwed.
