It depends on what your useing it for and who is useing it and the chakra because kamui is pretty fast it teleported sasuke arrow in an instit and he kamui naruto raseingan, that he was doing against obito in an instistit too

but the only reason Kalashi cannot use kamui faster is because his chakra is limiting his speed just like itachi his chakra was limiting his speed too cause when he use Amaterasu against sasuke it was slow

until he was reanimate with unlimited chakra and then he used Amaterasu fast. Sasuke is slow when he first useing it but when he keep doing it,

it becomes faster. So it all depends on the person chakra,what they're using it on, and how many times they can use it and to just be fair it has to be the first time they use it in each of their battle not the

second or third time because the first Time someone uses a move in battle it's at it's true speed until they keep useing it to make it go faster.

Casting amaterasu is instant. We already have some scans proving it. But it hitting it's target varies, sometimes it needs to travel, other times it occurs on its target.
