Hiruzen because him stopping Orochimaru they guy has been Hokage longer than the rest so there must have been other things he did to protect his village and Tsunade because she almost gave her life to make sure the villagers were safe and bodies protected

"Hero" saving people; especially the 'Kings' of Konoha. And being respect by people.

Naruto also save the people from further damage by Pain. And revived those were just die.
3rd Hokage as Hero cannot be count; where Orochimaru did survived, not dead.
3rd Hokage was just soft, failed to take immediate action; that could prevent unnecessary damages;
meaning Orochimaru & massacre on Uchiha clans.

All Tobirama did was cause problems tbh or maybe it was just the era he was in but he did create some great jutsu. I'd go with Hiruzen. He seemed like the most reasonable Hokage and was actually a hero in my opinion. When the 9 tails attacked he didn't care about Biwako just straight on tried to stop the 9 tails. Sealed off Orochimaru's arms and made him weak. And for all you people saying "Sasuke still went to him". Sasuke wasn't forced to go to Orochimaru, he went off from free will so I'd say Hiruzen did succeed in protecting Konoha cause the Sound f-ed off after Orochimaru got sealed.

Hashirama was alright. But he failed to dispose of madara. Tobirama was a fail for what he did to the uchiha and hiruzen was an even greater fail for letting danzo conspire in darkness. Minato was heroic and all but he died too early. Tsunade was good but she was stupid (letting 5 genin go after sasuke) and too weak.

Overall hashirama was the best but honestly speaking they all sucked.

They all had the will of fire, and did what they thought was necessary.

Hashirama created the village and the environment for different ninja clans to co-exist, he protected it from one of it's biggest threats even though he didn't totally eradicate it and I can't imagine the villagers not loving him.

Tobirama did what he thought was in the best interest of the village. But ultimately fanned flames that would later haunt the village.

Sarutobi was strong and seemed to be wise according to his nickname. But he let Danzo run loose and do as he pleased. He let Orochimaru escape and that came back to bite the village in the butt.

Minato was admired by all, he was strong. As a jonin he made his name known. He stopped the 9 tails' rampage at the cost of his life, he failed to deal with Obito and that bit the world in it's butt.

Tsunade with all of her strength protected the villagers from Pain's jutsu, but couldn't stop pain.

All of them as Hokages had their downfalls that contributed to the events of the day, all of them except Tsunade. Thats not to say that she was perfect or that she was the most heroic hokage.
