Hiruzen's a damn failure to be honest. I love his character and what he's about, but the fella is a failure nonetheless.

-Let Orochimaru go just to have him launch a full-scale assault on the village.
-He was in charge during the Uchiha debacle
-He never really cared for Sasuke or Naruto to my knowledge
-It seems the Uzumaki devastation (even though it wasn't his fault) happened while he was in charge as well. Keep in mind the Uzumakis were the village's biggest allies.

From an administrative standpoint, Hiruzen's reign was a shitty one.
