While most already consider danzo a villan I dont(I classify him as an anti hero) so he makes my list for obvious reasons.

Itachi would have made a perfect evil master mind.

Kakashi would be a shit villain. I'd say Minato would've made a good villain. Former Hokage gone rogue after his village wronged him or whatever, sort of like the theories from years ago that he was the leader of Akatsuki.

Also, a very obvious one, ****ing Itachi.
