The Tenseigan was about as powerful as the Rinnegan KKG, and it made Toneri about as strong as Madara.

Therefore, isn't it same to assume it refers to DRG Madara? A KKG on the level of another KKG is clearly not going to be able to compete with the Rinne Sharingan, a KKM. Therefore, it can't be talking about RS Madara.

Rikudo Madara not only possesses the Rinnegan but the Six Paths Senjutsu as well. His Rinnegan is also amplified when he's a JJ and his techniques are way stronger and on a way larger scale than before. Tenseigan is only equal to Rinnegan not a Rinnegan amplified by Juubi Chakra and the Six Paths Senjutsu.

Apparently Toneri cut the moon in half. I'd say he's at the level of Dual Rinnegan JJ Madara or atleast at the level of Shinju absorbed 1 Rinnegan Madara.

BSM Naruto in the last is nowhere near as strong as RM Naruto. The full fight between Naruto and Toneri is on youtube. He's not even that impressive compared to RM Naruto.

Naruto beat him without using his Kurama Avatar either.

Like I said before DC isn't everything in a fight. Just because you destroy Moons and somebody else can't doesn't mean your stronger. Naruto can't destroy a moon and yet he beat Toneri by just Punching him out.

He has it and Naruto managed to beat him with one Bijuu punch? He destroyed also his Gudoma shield with SM Rasengans. Even Juubito's were destroyed by better attacks. No he doesn't. If he did he would have avoided Naruto multiple times and Naruto wouldn't have a chance match him with his regular SM with Bijuu chakra. Not to mention that Rikudo SM gives enchanced durability. Toneri was defeated by 1 punch!
Edit: To have Rikudo SM you must have the power of the Bijuus and Rikudo chakra. Toneri doesn't have this. Every TSB user had both. Naruto, Madara, Juubito, the Sage and Kaguya.

Sm double rinnegan madara, Narutos base stats were still rikudou enhanced (made it to vote in minutes or seconds,survive falling from top of atmosphere,etc) and he's trained through the 2 years (in the war he only had little time to train to use bijuu power efficiently) and mastered one handed mobile rasenshurikens in base form and has moon level durability in Bsm. Just look at his feats in The Last he's like Ichigo when he fought Aizen (progression wise).The new Naruto is atleast on his base rikudou form from the war (the form where he rasenshurikened madara).Toneri also has little battle experience so don't call him fodder cause he lost to the op main character. That being said Toneri is on JJ madara (one eye) or sm dual rinnegan Madaras level.

Naruto ran to the top of the God Tree in minutes or seconds, which can be seen from the vote. That was before his power-up so I don't think Six Paths chakra has anything to do with that. In the fight with Sasuke he still got hurt by simple shuriken. So I doubt he was Rikudo enhanced in base then.

While in the Last he survives a massive explosion and fly in base, the latter which he couldn't do in the Sasuke fight.
