Hate to say this, but it has to be Sasuke. His Sharingan and Rinnegan combo allows him to use all of his abilities along with the unique ones. Kaguya's abilities are nothing special. She simply uses them on a large scale because of her vast volume of chakra.

She used preta path which absorb jutsus, what makes you think she can't use any other jutsus? Seeing as it was the original dojutsu

even if she doesn't have any rinnegan tech, the Dimension swapping is above all sasky's feats, that alone is stronger than anything sasky has to offer

irrelevant as sasuke got it due to having half of hagoromos chakra. mix of indra and ashura gives you hagos chakra, sasuke got half of that from the man himself hence it functions just fine. he used CT which requires 2 rinnegans(hagoromo version) to use so that shits on your fanfic theory of hes rinnegan not functioning to its full capacity.

Sasuke cannot use Preta Path and other techniques at the same time; whereas Nagato displayed you could use all Six Paths techniques at once.

only because hes rinnegan was still new to him as kurama stated, meaning once he masters and becomes used to it that problem clears. that issue for sasuke is only related to when hes using preta path, not other rinnegan jutsus.

Then there is Chibaku Tensei being smaller than Nagato's and Madara's.

he made nine, each of those nine are not far off from the sole one made by nagato, from that we can deduce that if he spent time making just one then it would dwarf nagatos by far. madara made them as a juubi jin so obv it woule be on another scale.

It wasn't explicitly stated but it's likely that because of the Yin dominance in the chakra he received, Sasuke's eye retained the Sharingan tomoe's because of it, since the Sharingan is a representation of the Yin. Amenotejikara was explicitly state to be Sasuke's only since it's functions (teleporting and or swapping objects) don't fall under any of the functions of the Six Paths abilities. Limbo however, in its description stated that it solely had to be from a Rin'negan user (likely the original owner of said eye). Hagoromo likely could use it, and Sasuke as well. Madara does not have the potential to use Amenotejikara.

- The Sharin'negan that Kaguya and later Madara possessed was solely for IT, which Madara's can do, but the Dimensional Shifting is solely Kaguya's because it takes an immense amount of chakra to use, which Madara in no way possesses (since at his peak his chakra is the Juubi's; Canonically, Kaguya has more chakra than the Juubi).
