Overrated-Sasuke,Itachi,Minato,
Underrated-Kiba, Shino, Ten Ten, all 7 tailed beast,Nagato.
but i really do like all these characters accept Sasuke...

Overrated: All the hokages.

Underrated: Nagato.

HAAAAA Not even If anything Nagato is overrated too. For the Kage I don't see much of anyone overrating them in fact I see them being more underrated.

Minato is overrated and Yamato is underrated, I like Yamato as a character and he is pretty strong.

Overrated: Kakashi, Guy, Itachi, Kakuzu, Deidara, Jiraiya, Ramen Guy (he can go SSJ3, people, that's his limit)

Underrated: Konan, Tsunade, Third Kazekage, Obito, Onoki, Dosu, Kiba, Sakura
