Which character is the most poorly developed in Naruto?

Shino is not important he is a supporting character not even a major supporting character.

Very true rock lee had much development in part compared to the rest of the rookie 9 and then fell off the face of the earth in part 2.
He doesn't even want sakura anymore then again who could blame him ? lol

He was supposed to be Powerful since he was the Leader of the First Akatsuki.
...but he died like a Fodder. What Leader of a powerful group gets killed by getting stabbed by a Kunai?

The original Akatsuki wasnt a bunch of S-rank ninjas that kill evreyone they see
Being the leader of that group doesnt make u amazing
And his death was awesome in a way,dies to save Konan and intrusted his dream to Nagato who he always knew would be the savior and he would be his support

When he showed up on the scene he was the only one out of the rookie 9 to beat anyone from team 7.
He helped protect sakura in the forest of death and had a huge crush on her which was also a running gag
His fight with gaara was epic and was one of the best fights of part 1.How does a supporting character have a cooler fight before any of the main characters ? And the whole deal with him never being able to fight again only to bust out of the hospital to fight again! lol
Against the sounds leader no less.Rock lee was the most prominent rookie other then shikamaru in part 1

Ten Ten is has a more developed drive than sakura. Even though it was only covered later in shippuden.

Ten Ten does not have much backstory, or screen time, this is true, but screen time and development are different things.

Sakura has almost no development what so ever. She has the least development if not tied with ten ten

1. Gets over forehead
2. Is useless and wants to be up to par with sasuke and naruto so she wont be useless.
She has no other developments in character
