Which character is the most poorly developed in Naruto?

Sakura has almost no development what so ever. She has the least development if not tied with ten ten

She went from a crybaby in part 1 to someone who took on Sasori, she was awesome at the start of part 2 that's development. But it's all downhill from there.

LMFAO im no sakura fan but how is her finally excepting naruto in part 2 make that poor development as i recall she was already opening up to naruto near the ending of part 1. and to add to that its been 3 years not 1. 3 years since she last saw naruto that was enough time to get her act together and mature personality wise and except naruto if you need a definition of poorly developed ten ten takes this by the long shot

Sakura's development is embarrassing. Naruto, Sasuke & Sakura are suppose to be the three most developed characters in the series since they are "the main cast". Ino and Hinata has passed her in development. Ino got her's on the front lines fighting her sensei, and Hinata's was very good since the pain Arc and up to the current fight. Sakura really doesn't have anything change in her character. Her opinion of naruto was changed, but character development also involves themselves. What kind of self reflection has she had? Moment of realization/truth ? Period of physical development in her skills during part 2 ?

Both Naruto & Sasuke have dealt with their master's deaths. Sasuke grew as a person from itachi's death & his words in chapter 593 prove his character development. "I'm not a kid anymore. I can't afford to be one. I want to find out all of the facts for myself and make my own decision". Well now....that sure sounds like a changed sasuke since the five kage summit when he was screaming everywhere. Sakura has no sort of self respect, or even hints of respecting herself. The very fact that she refuses to come to a decision about sasuke hurt s her character. Do you want to believe in sasuke, that he will change or have you given up? Which one is it? Where is your development concerning sasuke? What does she still think about him, and is this opinion based off what he used to be and what he could be again one day? What is this "good" that you saw in him in part 1? Let's hear it sakura....oh yea you don't have anything. What a waste kishi...

I would have to say it's Sakura. In part 1 she borderline hated Naruto and by the end of part 1 she just tolerated him but suddenly in part 2 she treats him like a best friend to the extent that during the Pain Invasion she shouts out his name to save them meaning that she believes he can beat the guy who beat the entire village.

Exactly! That was terrible Development by Kishimoto. No sort of steady realization concerning naruto. All of a sudden he comes back, and they're like best friends. **** out of here with that. All of a sudden she shouts his name to the heavens that he will save them. What? Where was this moment back in part 1 where he defeated Gaara? She was so into sasuke that it was almost impossible in her mind for naruto have beaten gaara. But yet in part 2, she now sees him as athe greatest shinobi in the world. Character Inconsistencies keeps hurting Kishimoto's manga. There was no gradual change to Sakura's new opionion of naruto....it just happened because it had to not because naruto's past achievements in part 1 began to change her views. She didn't remember the fight with Neji, Gaara, or the land of waves.

Lol, she didnt take on sasori, she aided chiyo in taking her on, she did nothing the majority of the fight but dodge witch chiyo did for her.

She cries less sure, but simply because she is older, her personality is still ofa person much younger than her. She is the same person she was when she decided she would be useful in the forest of death, she doesnt cry now because she hasnt been put in any hopeless looking situations, even with sasori she didnt change her resolve, so there was 0 development in that fight.

ten ten doesnt have as much development but hers is more complex, she had an idol, tried everything to be like her, then she failed, so then she looked at what she really wanted to do and found a skill that was perfect for her. She got over her idol before the series even kicked off while sakura still cant get over sasuke

Many characters are underdeveloped, Kiba,Shino,TenTen,Kurenai,Shizune,Ebisu,etc.

Tell me what Mental inefficiency or positive improvement or decay of the mind or psyche she attained from that fight, or any new resolve, or direction at all from the forest of death in part 1. The fact is... there is none, every feat doesn't come with character development in shippuden.

It's the fact that she went from garbage to half decent fighter over the time skip, i'm not saying she developed hugely during that fight. Again, after that fight we're back to square 1 with her.

During a timeskip that is development, compared to other characters such as shino who have had nothing, even Naruto's character development was worse during the time skip, all he came back with was a weaker rasengan and a weaker fighting style than he did during the fight with Sasuke.

I honestly think that most of the Konaha group are poorly developed, but Tenten is really the worst.
Shino ( for the most part) was somewhat helpful in the chuunin exams arc.
