Which Character Deserved the Most Development?

Which character do you think deserved the most development but never got any?

I'm personally gonna go with Tenten. She's supposed to be a weapons master so I always figured from Part 1 that she would have some crazy potential. She was a student of Might Guy, who is the best taijutsu instructor and is a BEAST at using weapons like nunchaku, and she's trained with Neji and Lee who should have definitely given her the competitive atmosphere to grow strong.

I always thought she'd be crazy good with a staff or a sword, hell even kunai for that matter. It would have been cool if she was way faster or stealthy too. Then she'd be the closest thing to a real ninja.

Not about who deserves it but who needed it the most and I agree, TenTen needed some more development or panels. She's in filler more than canon and that's messed up. I don't think it did her justice sitting in a weapons shop with no customers at the end.. Hopefully she's together with Rock Lee or something

I think Sai would have been a great ninja had he been developed a little more. I love his Ink techniques.

The first 7 jinchiriki needed this so badly.. Like, why was the 4 tails soloed so easy? The ****.. Also, every ninja who ever only used a kunai when they taught someone pissed me off.. Like how are you in your villages Anbu/Jounin ranks but your strongest attack is, steel style: Kunai..

I was pretty comfortable with Tenten not being developed tbh. If anything, I would have liked her to become a weapon specialist in close-combat (like how Team Gai specializes in) but I don't think Kishi had that route thought out for her... Or anything at all for that matter.

Lee. He was highly developed and a great character in part one, yet Kish forgot all about him in part 2 and just made him a cheap character with one personality trait. I get he did that to everyone aside from team 7 and Shikamaru but Lee had much more potential! at least a fight between him and neji to show Lee surpassed him
