Where is it stated Kabuto revives Edo at 100%?

Or beyond 100%? The reason I ask this is cause although Madara was created beyond his prime that does not mean 100% strength that simply means Old Madara abilities was placed into Prime Madara

Also lets not forget Orochimaru absorbed everything kabuto knew so we can assume that Madara was not 100% via Orochimaru reviving Kage

It isnt. Kabuto just claimed to improve it better then oro, but who knows.
Yep I agree which is why I feel Living Madara is 100% edo madara is less than 100%

Kabuto doesn't revive them at full strength. Tobirama said this himself

i never Liked Kabuto anyways so why would i ever consider him reviving people at there finnest AKA Golden Age AKA Prime

He doesn't. His statement merely meant that he had revived Madara in another form than in his lifetime. To simplify:
  • EMS Madara - Had a young, strong body and the EMS, among others.
  • Rin'negan Madara - Had all of EMS Madara's arsenal, alongside the Rin'negan, Mokuton and Senju DNA, but was restricted by his old body.
Kabuto simply created a version of Madara which possessed all these traits, but wasn't held down by something like age. However, that doesn't mean that the Madara we've been seeing is as powerful as the newly revived Madara, seeing as now he won't be bound by the apparent Edo Tensei restrictions. [Going by Tobirama's statement]

OT: Kabuto revives them the same way the same state they were at living as manga stated. That means they are at 100%.
Orochimaru hasn't mastered it in the same level as Kabuto hence why his edo are less full powered.

Of course Madara is exception because the abilities he had in his prime along with his abilities in his old body combined with his young body makes him overpowered beyond his living state.

No, it doesn't just apply to the Hokage, Orochimaru has used the latest version because he was watching Kabuto through Anko and had absorbed Kabuto's intel - otherwise, they would have come back with only a little of their power, like in Part 1.

Intel=/=power. Having intel on something doesn't mean having more power.
