kabuto is still in the top 10 cause if we were to debate about who is stronger we would involve all that they are capable of and we seen that already from kabuto with his army of edo.In the current story however he is not in the top 10 cause he release his edo and oro took back his powers so the only thing that remains is the knowledge he obtain and how strong he was before he got the nature power and sage mode. That puts him below kakashi level around yamato or deidara. Bottom line kabuto in the story is not as strong as he was or even close U_U however he is still in the top 10 strongest in the ninja world.

At his peak, he is NUMBER ONE.

If you don't count Madara... (which you should) he still has Edo Nagato, Itachi, Kimmimaro, 3rd Raikage, Muu, 2nd Mizukage, 4th Kazekage, Jin Kin Bros, Deidara, Kakuzu, Sasori, and a bunch of other Low kage, high jounin level shinobi.
