where can i find the Declined CJ

Their is no declined CJ List. If someone has created that CJ and it has been decline, than you cannot steal that CJ, as the creator of the CJ would still want to revise it to become acceptable. If that CJ has been declined and the creator of that CJ has not resubmitted that CJ, than you can ask them VM/PM rights of the CJ. However, If the creators of that CJ has been decline and is banned for revising (or resubmitting), than you cannot resubmit the CJ.
