Gaara, Naruto, Asuma, shima, fukasaku, Kinkaku..... Thats all.....
There are very few of them.... But one of them is a kage... Naruto is a future kage(Hope so! Doesn't matter, he is kage level now)... Two great sages of Mount Myoboku... One Jounin.... And finally one of the Golden silver brothers.....
Thats all is there to it.... Its really rare.... And so far the most devastating wind justsu is Rasenshuriken.....
All the rest may have had their own powerful jutuses.......

Raikiri is an S-Rank according to the Wiki, it's extremely strong it's one-shots everyone.
Most of Sasuke's Chidori variations are A-Rank
Sasuke by the way is the best Raiton user.
