Anyone notice how there hasn't been a kage level ninja that specializes in wind techniques?

u forgot about Danzo,,, May be Minato is wind type too

He doesn't specialize in it. His wind jutsus were most likely not even S class.

Chidori also not an S-rank technique,,that doesn't mean Sasuke & Kakashi are not specialized in using Lghtng

Thats all is there to it.... Its really rare.... And so far the most devastating wind justsu is Rasenshuriken.....
All the rest may have had their own powerful jutuses.......

Raikiri is an S-Rank according to the Wiki, it's extremely strong it's one-shots everyone.

Most of Sasuke's Chidori variations are A-Rank

Sasuke by the way is the best Raiton user.
