Tsukyomi is stronger. KA is just more convenient. Tsukyomi can't be broken unless you are a powerful Uchiha with the sharingan. KA on the other hand can be broken easily if you know to expect it.

It makes no sense for Shisui to have a 10 year cool down. He was famous all over the world for a tech he used once? I'm not buying it.

I say Koto is far more powerful than Tsukuyomi. Either can be avoided if you know to expect them. Tsukuyomi is still an illusion while Koto completely rewrites your way of thinking.

You can end wars with a single glance at the leader of a nation using Kotoamatsukami. Tsukuyomi just wins you fights XD
