Looking towards his pervious-made clone, Mystogan claps his hands together, focusing chakra into the falling and forming rain. Then, Mystogan channels chakra into rainwater which has already hit the target, creating a "positive attracts negative" effect by "charging" his chakra in both the water on the target and in the raindrops. As the rain becomes attracted to the water already on Mystogan's clone, Mystogan utilizes his chakra to amplify the "attraction" quality of his interpretation of the technique, drawing raindrops from up to mid-range away from his soaked clone towards him at blinding speeds. As each of the drops hits the clone, they collect, first saturating his clothing and then creating a layer of water around the clone.
Wait... This is... What're you doing!?
As more and more rain collects on Mystogan's clone, the clone becomes completely immobile, trapped in the incompressible fluid much like with the "Water Prison" technique. Mystogan then looks over towards his sensei.
This technique is useful for, once again, restricting the opponent. However, this time it is possible to combine effectively with Raiton in order to shock and potentially kill one's opponent, whereas the sticky rain simply held them in place. The downside to this technique is that it becomes fairly obvious when rain is being attracted to a person, and as such, they have warning in order to counter the technique. Personally, a good three-hundred and sixty-degree futon technique would be good for sending away the incoming water, and thus stopping the technique in its tracks.

Very well. ^.^

(Ame Bunshin) - Raining Clones
Rank: C
Type: Supplementary
Range: Short
Chakra cost: 15
Damage Points: N/A
Description: A jutsu that creates false clones of the user around drops of rain. Every clone is totally harmless and is destroyed by one hit or if they collide with the ground or the enemy. This technique is used as more of a distraction than anything.

It's moreso an illusion or similar to the D-ranked clones. They cannot do any damage and are only cosmetic so yeah, not useful in fights xD

Channeling his chakra into the falling rain, Mystogan focuses chakra specifically into an area near him. As the rain falls, Mystogan causes the rain falling in that area to reflect light at certain wavelengths, using his chakra to determine what wavelengths they should reflect so that as the rain passed into that "area" of chakra, it would immediately reflect that specific wavelength. With these certain wavelengths, Mystogan creates an illusion of himself near where he is.
How many clone techniques which are essentially the same are put together into this "Rain Release"? O__O Anyhow, this technique, once again, is good for throwing the opponent off. However, if the opponent uses anything other than sight to track you, you're screwed. I'd defend against this technique by using "Rain Tiger at Will", because why wouldn't I if I'm fighting and it's raining?

Seriously, how many clone techniques like this are there? o_O Sorry about the short post, but I still don't really get it, and I'll be more detailed on techniques I do get. Finally, once again, I solemnly swear I'm up to no good I'll never use this technique, like the last clone jutsu.

xD Yeah, the jutsulist doesn't have many good canon Rain jutsu lol.

(Gouu no Jutsu) - Heavy Rain Technique
Rank: C
Type: Supplementary
Range: Short-Mid
Chakra cost: 15
Damage Points: N/A
Description: A jutsu that actually uses the victim's clothing as a medium to effect him or her. By filling the clothing with water-elemental chakra the user causes the clothing to fully retain all water it comes in contact with which will gradually cause the clothing to become heavier and heavier. Unfortunately, this jutsu that does not create water, so it is only useful in a rainy or otherwise wet environment

You cause the rain to soak the clothes of a foe, sticking to them and weighting them down severely. Though, it really juts slows them down and the more clothing they wear, the slower they become though it's only marginally differences and I'm sure not much to make a noticeable difference.

Mystogan looks up to the sky, channelling his chakra into the falling rain drops. As the falling water made contact with substance which absorbed the water, Mystogan's chakra became "activated", so to speak, and increased the density of the drop of water as it became absorbed in order to cause the drop to become heavier than it was. As the rain falls into any substance which will absorb it, Mystogan's chakra flows through into the substance itself as well as the rain, providing a type of "infinite absorption", so as to cause the substances absorbing the rain to continually absorb the water, instead of absorbing to a specific point before the water begins to simply wash over the saturated substance.
This technique is a tricky jutsu, capable of making the target believe nothing is happening with the rain, and cause, say, hand-to-hand combat reflexes to be slower than normal, so as they believe they have plenty of time to block a punch, my strike can get in and out before they can take care of it. As for weaknesses, as you said, for one the difference in speed could easily be minimal. Of course, that's in addition to the obvious weakness that it only affects the target through their clothing. Which makes the logical means of breaking the technique to simply... Remove one's clothing. Which in and of itself is an advantage, given the right opponent. U_U
Personally, my way to defending the technique would include realizing that the rain is making me slower (which involved going slower, somehow figure out it's the rain doing it, etc.), and then beginning by stopping the rain from touching me. After that, a high-powered Katon technique should be enough to dry myself off, correct?

Well, a katon release jutsu that's too high might subsequently burn your clothes off and possibly affect you, giving you small degree burns or worse o_o.

Now, the B-ranks!

Ame Kumo Bunshin) - Rain Cloud Clone
Rank: B
Type: Supplementary
Range: Short
Chakra cost: 20
Damage Points: N/A
Description: A jutsu that creates a clone from the Rain clouds in the sky. The clone resembles the user but keeps the appearance of moving clouds with only the shape and color of the user. Because of this the clouds cannot be used as a distraction. The clones are able to attack and receive attacks.

Look, another clone! Channel your chakra into the skies, taking controll over the cloud, and call it down besides you, where you form it into an exact copy of yourself. Not the entire cloud btw, only a small part of it, matching your own size. Compress the clouds, making him able to strike people, nor get striked.

No way... Can it be!? An Ameton clone technique that I actually understand!?!? o_O It's a miracle! =D

Focusing his chakra up into the sky, Mystogan began to take control of the water particles comprising the clouds above his head. As his chakra imbues a portion of the clouds, he "calls" it down, creating a puffy cloud next to him. Then, manipulating the form of the cloud Mystogan called down from the heavens, he caused it to take on a form much like his own, compressing the large cloud to become somewhat solid, to have some form, and using his chakra and training in the "Shadow Clone" technique to create the perfect shape and coloration for it to be a true "clone". Afterwards, Mystogan looks at the cloud-like image of himself, and caused it to move around under his will.
This technique is good for creating a companion to distract one's opponent in close-range, while I move about to fight from a ranged position. However, the clone is quite obviously a clone and, though it can be attacked and can attack itself, one's opponent would easily recognize it as a fake. Personally, I would probably strike this clone with a kunai, possibly several, before continuing on towards my opponent. Which brings me to my question; how durable is the clone? How much damage can it take? Can it simply continue to reform from cloud as it's harmed?

Well, as it's largely just clouds in the shape of the user, while still being tangible, I'd say up to B-ranked taijutsu and C-ranked ninjustsu would be able to pierce through them as well as ninja tools/weaponry.

(Ame Ame Tama) - Raining Rain Bullets
Rank: B
Type: Attack
Range: Short-Mid
Chakra cost: 20
Damage Points: 40
Description: The user does the necessary handseals and focuses chakra into the rain, the rain draws together and forms several bullets of rain. The "bullets" fall at an accelerated rate and feel like large rocks falling from the sky.

Perform a string of handseals (idk how many tbh), and gather your chakra within a high altitude, in the rain. Gather nearby raindrops forming several bullets, and let them fall down onto your target. Due gravity it gains extra speed, and gains more second by second as it falls. It would most likely reach the weight matching a large boulder.

After forming the handseals shown, Mystogan focuses his Ameton chakra (which is, for some reason, extremely similar to Suiton chakra) into the sky high above, the clouds where the rain is forming. With his chakra imbued into the cloud high above, Mystogan concentrates his chakra at certain points, drawing in moisture from the cloud to those points instead of allowing rain to condense anywhere, along with his chakra causing the formed droplets of rain to remain in the cloud, absorbing more water particles, for longer than natural rain, causing the droplets to become larger, denser, and overall heavier than normal rain drops. But, as with all rain, these chakra-imbued droplets eventually fall, traveling at the same rate of acceleration due to gravity as normal rain, but with more force due to the greater mass and weight. As the drops begin to hit the ground, they make contact with the force of stones dropped from the heavens, several of these drops falling in rapid succession causing a nearby rock to crack.
This technique is very useful for turning the rain in an area into a weapon, attacking from above while the opponent is unaware of what's going on. However, due to the size of the drops created and the apparent water it would take to create these sized drops, there would be more gaps in the rain than if it were left alone, allowing someone fast like a taijutsu master, or someone with amazing perception and reaction time like a Third Tomoe Sharingan user, to, most likely, be able to move between the drops effectively. Also, due to the range of this technique, the rain within the area all becomes conformed by the user's chakra, thus making it a hazard for the user, and even if we can control the area, in a battle it is always good to be ready to move, and if one's opponent can force the user to move into the path of the shower, we will be under the influence of our own technique. Now, normally a very useful rain-creating technique is the "Rain Tiger at Will" technique, but when used with this jutsu the rain drops become larger, increasing the space and decreasing the amount of area one can effectively sense with their original jutsu. Finally, the delay in rain creation as the technique begins, as more moisture is required to make the drops bigger into these so-called "bullets", it will give the opponent time to notice that something is happening above, and will give them time to react.
Personally, I would defend against this technique by noticing that the rain around me has stopped for a brief moment, and looking up. Then, a good travel-underground technique would be useful in order to bring me close to my opponent, forcing myself into a safe position, or my opponent into a dangerous situation. In an event where the technique must be defended, and not avoided as I previous proposed, the best way would most likely be a dome-type formation, with an opening where I could look out to keep an eye on my opponent.
As for questions... After I use this technique, how long will it last for? Just until the end of the turn?

Just until the end of the turn I assume. Like I said, when I learned rain, it was very vague. ><

(Toku no Ame) - Shield of Rain
Rank: B
Type: Supplementary
Range: Short
Chakra cost: 20
Damage Points: N/A
Description: User performs the necessary handseals and places their hands out in front of them. Using chakra they gather up a large amount of rain and create a wall of solid water. The water is dense and difficult to move through, thus protecting the user from most taijutsu attack and fire attacks. Earth based jutsu and Lighting jutsu are highly effective against this technique. The user must keep his hands connected into the wall at all times or the wall will return to its normal state. If struck by electricity it will move through the water and strike the user as well.

Now, hold out your hand, and manipulate nearby water drops to form infront of your hand, forming a dense construct infront of you(A shield.), to shield you from incoming attacks. If lightning is to struck, it would continue into your body.

After weaving the seals and focusing his chakra into the air, and subsequently the falling rain around him, Mystogan utilized his chakra to collect the falling rain around his outstretched palms. Using his shape manipulation, Mystogan caused the rain around his palms to form a large, rectangular wall in front of him, creating a shield out of the rain.
This technique is useful for defending against incoming projectiles, fire techniques, and taijutsu. Its weakness is that one's hands must remain touching the water, making them very vulnerable to raiton techniques. Personally, I would probably use a raiton technique, probably "False Darkness Spear", to counter this defensive jutsu.

Weaving the handseals, Mystogan channels his futon chakra into the air around him, and then subsequently into the rain around him. Then, utilizing his chakra control, Mystogan has his chakra within the rain push up with the same force gravity is pulling down on the drop, effectively stopping all the rain in the area in mid-air.
This is a useful technique for stopping incoming Ameton techniques, or for making it so that the "Rain Tiger at Will" technique can no longer sense the user. However, I would assume this technique only works on B-rank and below Ameton, in addition to the rain which is stopped maintaining all of it's properties, be it "sharp", or "sticky", or otherwise. This technique doesn't seem like one which actually requires to be "blocked", the only thing which would need to actually be blocked being the effects of the stilled rain, so that people don't walk through, for example, a wall of sticky rain and catch themselves.

(Ame Aikuchi) - Rain Dagger
Rank: B
Type: Attack
Range: Short-Mid
Chakra cost: 20
Damage Points: 40
Description: A simple jutsu that gathers the rain with chakra and then forms it into a dagger-like weapon. The chakra gives the water a more solid form so that it can be used for attacks. The water returns to normal shortly after creation. When the dagger cuts into something the water from the dagger expands within the cut to increase the damage.

Using the raindrops, form a dagger within your hands. Strike your target, and upon striking, causing the dagger to further expand in somewhat of a splash, giving further damage.

Extending his hand before himself, Mystogan began to channel chakra into the raindrops falling around him. Then, utilizing the control over each drop his chakra gave him, Mystogan caused the falling particles of water to collect into the palm of his hand, melding together to form a single, large "pool" of water. Mystogan then utilized his shape manipulation to turn this water into a dagger shape. Mystogan the used his chakra to make the water denser, nearly on par with a solid object while maintaining the characteristic to "splash", which would be crucial later. Mystogan then stood by a rock, fell to one knee and stabbed his water knife straight down onto the stone. The strong water-dagger pierced through the stone, and as it pierced through the water within the rock "splashed" outwards, Mystogan's chakra keeping the "splashing" water sharp and dense so as to destroy parts of the rock from within and damage it.
This is a very unique technique, in my opinion, and is not an idea I would have ever come up with on my own... Using the "splashing" of water as a secondary attack... Just brilliant! But this technique, as I stated earlier, is a very useful technique for attacking the enemy twice in one strike, provided you can get close enough. Which leads me to the disadvantage, that you have to close to what you want to cut in order to, first of all cut it, and then second of all cause the secondary splash damage. Personally, to defend this technique, assuming "stay away from my opponent" isn't an option, the best way to defend this technique would be a handseal-less raiton technique which would discharge through the dagger and electrocute the target. Another possible way would be to take out a knife of one's own and fight in close-combat, avoiding the "splash damage" (this is what would happen if we RPed as if it were the actual manga). As for questions... Why is this mid-range?

(Amagasa no Jutsu) - Umbrella Technique
Rank: B
Type: Supplementary
Range: Short
Chakra cost: 20
Damage Points: N/A
Description: A helpful technique for staying dry in the rain. After a few short handsigns, the user can create an invisible umbrella by extending their arm over their head and holding an open palm towards the sky. This "umbrella stops all rain, but cannot stop jutsu that take a more solid form like the Rain spear technique. This technique was actually made to stop the acid rain technique and other average falling rain techniques from touching the user.

Hold out your hand, like you're holding an umbrella. Channel your chakra throughout your palm, creating and shaping an umbrella of chakra, within your hand, which will cover you from raindrops and whatnot. The umbrella is not really dense chakra, so seemingly it is invisible. This would be able to block out acid raindrops, which you will be learning later, to do.

After weaving a few handseals, Mystogan holds up his right palm, channelling chakra through it and into the air. As Mystogan focuses chakra into the air, and from there into falling rain droplets. Mystogan's chakra then causes the rain to fall in a dome-like shape, reflecting the shape of an umbrella and therefore keeping him dry as no more rain falls upon him.
This is a good technique for stopping techniques which change properties of falling rain, such as the Sticky Rain or Acid Rain you mentioned. However, more solid rain techniques like the spear would not be phased by this. Additionally, attempting to use this technique to bypass Rain Tiger At Will would give the opponent a "void area", and therefore a general area where the user of this technique is. Personally, to defend against this jutsu is simple enough; perform one of the "solid"-er rain techniques as I see rain falling off their "umbrella", and quickly follow up with a direct attack from the front. Now, as for questions, would this stop the technique which causes a single drop to become sharp and deadly? Also, do I have to hold my palm out the entire time I perform the technique, and if that's the case, can I perform techniques of other natures (or even other techniques in general) which I use this?

No,that justu would bypass this one. And yes, you would have to hold your Palm out the entire time, so no, no other justu can be used in my opinion.

Touketsu Ame Nottori no Jutsu) - Frozen Rain Capture Technique
Rank: B
Type: Supplementary
Range: Short-Mid
Chakra cost: 20
Damage Points: N/A
Description: An advance version of rain capture where the user bounces the rain into the clouds. The higher up they go the more colder they get untill they freeze and come falling down(similar to hail)in the form of a net or a dome to capture the opponent.

Using your chakra, bounce the rain into the skies, and higher up. The higher it is up, it would freeze due it getting colder. As soon as the rain freeze, let it fall down in a form of hail, which forms somewhat of a net-dome shape over the target.

Clapping his hands together, Mystogan began to channel his chakra into the air around himself, and subsequently into the newly-formed rain drops high in the sky. Mystogan then used his chakra to send the rain droplets back up into the sky, beads of water smaller than the droplets themselves parting as they flew up to create a sort of "trail" behind each drop. As the rain and smaller droplets fly higher into the air, they get cold and eventually freeze, where Mystogan's chakra could barely hold up the ice, causing the construct to fall back to the ground. The way Mystogan sent these droplets into the air, and created the droplet trails, the frozen water fell back to earth in a type of glittering ice-net, the droplets expanding as they froze to connect each of the larger water drops in a true net, which fell and trapped Mystogan's target, cutting them slightly because of the jagged edge of the ice crystals, formed imperfectly due to Mystogan not being a Hyuton user.
This, personally, probably won't be a technique I'd use a lot. Though it's good for trapping anyone who would stay within the net's range, and would be good for grounding flying summons, assuming I could time the net to fall at the perfect spot at the perfect time, it simply wouldn't be the greatest or most effective technique, in my opinion. It would cause the rain to become lighter where the net would be about to fall, and the location would be fixed; it couldn't be changed if the location was no longer useful, such as if the target moved. Also, if trying to catch a moving target, like a bird, one would have to be able to calculate their trajectory, their speed, and hope to god they don't change their mind about where they're going (people now-a-days always seem to conveniently change their mind when something like this is about to happen ). To actually defend this jutsu, a good fuuton technique to the sky would break the net, but it would be much easier to simply move; though it may have a good wide range to catch people, it would still be possible to move out of the way if one could notice the lighter rain falling.
