True, anyway, let's move on.

(Ame Nottori no Jutsu) - Rain Capture Technique
Rank: C
Type: Supplementary
Range: Short-Mid
Chakra cost: 15
Damage Points: N/A
Description: This technique causes a target of the user's choice to "attract" raindrops. The water in the rain drops will attach themselves over an opponent. Once enough water has gathered over an enemy it will also attach to the ground, holding the user's opponent to the ground.

Focus your chakra onto the opponent to make them attract the raindrops. The attracted drops of water attach themselves to the opponent and to the ground, holding the opponent into place.

(Ame Bunshin) - Raining Clones
Rank: C
Type: Supplementary
Range: Short
Chakra cost: 15
Damage Points: N/A
Description: A jutsu that creates false clones of the user around drops of rain. Every clone is totally harmless and is destroyed by one hit or if they collide with the ground or the enemy. This technique is used as more of a distraction than anything.

Focus your chakra and use it to create false clones of yourself from the falling rain. The clones are merely an image and thus incapable of attacking.

How to Preform: *Concentrating my chakra trough the falling rain, I focus it on a nearby tree, coating it in a layer of my chakra that causes the raindrops to be attracted. Once more and more riandrops attach themselves to the tree and its leaves, the leaves stop moving.*
Advantages: It's pretty effective to immobilise your opponent, in a way he won't figure out how it works
Disadvantages: I'd say hyuuga's and uchiha could see the chakra that attracts the rain, and it doesn't do any damage to the opponent.
How to Defend: As rain is weak to earth, I'd say use an earth technique to cover your body with it, the earth armour for example. Also, if you can create a wind gust around you, the rain can't reach you
Other: How long does it take for the opponent is immodilised, 1 turn, more, just seconds?

How to Preform: Focusing my chakra into the rain, I create two identical images of myself out of the rain by using my chakra to mold and shape the falling raindrops.
Advantages: Low chakra cost and useful for a visual distraction
Disadvantages: They're not really solid, so can't be used for physical attacks
How to Defend: Not really neccassary since they can't do any harm, only distract you.
Other: N/A

Awesomes, then we shall continue.

(Gouu no Jutsu) - Heavy Rain Technique

Rank: C
Type: Supplementary
Range: Short-Mid
Chakra cost: 15
Damage Points: N/A
Description: A jutsu that actually uses the victim's clothing as a medium to effect him or her. By filling the clothing with water-elemental chakra the user causes the clothing to fully retain all water it comes in contact with which will gradually cause the clothing to become heavier and heavier. Unfortunately, this jutsu that does not create water, so it is only useful in a rainy or otherwise wet environment

Focus your chakra onto the opponent's clothes, by doing this you attract the rain slightly to them and hold every drop of rain that falls on them, in their clothes as their clothes will absorb all of the water. While this happens the clothes grow more and more heavy, slowing the opponent down.

(Ame Kumo Bunshin) - Rain Cloud Clone
Rank: B
Type: Supplementary
Range: Short
Chakra cost: 20
Damage Points: N/A
Description: A jutsu that creates a clone from the Rain clouds in the sky. The clone resembles the user but keeps the appearance of moving clouds with only the shape and color of the user. Because of this the clouds cannot be used as a distraction. The clones are able to attack and receive attacks.

Focus your chakra and create a clone of the rain clouds in the sky. The clone resembles you but keeps the appearance of moving clouds. The clone can attack and be attacked.

Sorry, been real busy... Love the sig btw. Johnny<3

How to Preform: Focusing my chakra into the rain, I make it stick to your clothes, but at first just like normal rain, making it difficult to notice it for you. As the time keeps on going more water sticks to your clothes making it harder and harder for you to move until you are completely immobilised
Advantages: you're immobilising your opponent with his own clothes, while spending relatively few chakra
Disadvantages: The technique needs water, and takes a while to be really effective
How to Defend: Since it needs water, use a strong fire based technique to evaporate all the water around
Other: So, this technique's useable even when it's not raining, as long as there's enough water?

How to Preform: Focusing my rain chakra into the clouds, I mold the clouds into a shape that is similar to my self, giving it the same shape and colours.
Advantages: If you are careful with timing, you can create the clone in the sky while disappearing yourself, seeming that the real you is in the sky, giving you the chance to attack your opponent without his knowledge.
Disadvantages: If not careful timed, it will be obvious what's going on, and your opponent knows it is a clone and not the real you.
How to Defend: Not neccesary since it's a supplementary technique
Other: What kind of attacks can the clone do, only rain or water/wind too? Also, up to what rank can they do technique's? Does the clone stay in the clouds all the time, or can it be higher in the sky, like on a flying summoning?

Thanks, he is awesome isn't he? :p

So, this technique's useable even when it's not raining, as long as there's enough water?
Actually, all rain techniques require rain..

What kind of attacks can the clone do, only rain or water/wind too? Also, up to what rank can they do technique's? Does the clone stay in the clouds all the time, or can it be higher in the sky, like on a flying summoning?
The cloud clones can only use rain techniques. Imo they can use up to their own rank techniques. The clone does stay in the clouds all the time until it gets hit and poofs back in rain. It can obviously go higher or lower, but not drastically. It has to stay with the clouds. You cannot sit on it, no xD

Does that answer your questions? o.o

Double post D: <
And okay, moving on then ^_^

(Ame Ame Tama) - Raining Rain Bullets
Rank: B
Type: Attack
Range: Short-Mid
Chakra cost: 20
Damage Points: 40
Description: The user does the necessary handseals and focuses chakra into the rain, the rain draws together and forms several bullets of rain. The "bullets" fall at an accelerated rate and feel like large rocks falling from the sky.

Focus your chakra and perform the necessary handseals whereafter you send your chakra into the rain. After doing this you're able to draw the rain together and form several bullets of it. These bullets fall at an accelerated speed towards the opponent, and will hit them like large rocks falling from the sky.

(Toku no Ame) - Shield of Rain
Rank: B
Type: Supplementary
Range: Short
Chakra cost: 20
Damage Points: N/A
Description: User performs the necessary handseals and places their hands out in front of them. Using chakra they gather up a large amount of rain and create a wall of solid water. The water is dense and difficult to move through, thus protecting the user from most taijutsu attack and fire attacks. Earth based jutsu and Lighting jutsu are highly effective against this technique. The user must keep his hands connected into the wall at all times or the wall will return to its normal state. If struck by electricity it will move through the water and strike the user as well.

Focus your chakra again and perform the necessary handseals. Hereafter you place your hands out in front of you as it you're going to stop a jutsu with your bare hands. As you do this, you release your chakra from your hands, to gather a lot of rain in the form of a wall in front of you. A wall of solid water. Since the density of the wall is so high, moving through it is rather difficult and thus the wall will protect you from most taijutsu techniques. But be careful! If you take your hands off the wall for only a second, it will turn back to ordinary water.

How to Preform: After performing a sequence of handseal I focus me chakra into the above the target area, molding the drops together to form hard, bullet like drop that rapidly incerease in speed until it leaves a dent in the grond that would be similar to a large boulder's dent.
Advantages: since it's from above it's hard to spot and good for a surprise attack
Disadvantages: I guess you can't change it path, so if the opponent moves it won't work on him any more
How to Defend: Move out of it way if you're in mid range, otherwise use a large scape fire techinque to evaporate the water and strong earth technique to make a sort of roof to protect you
Other: N/A

How to Preform: After performing a short sequence of handseal I place my hands streched out in front of me. THen I release the stored up chakra trough my hands in front of me, creating a large shield of rain from the drops
Advantages: It's a fast technique that could be useful when fighting in close range and being attacked with Taijutsu
Disadvantages: Elctricity will conduct trough the shield into you, and you need one (both?) hands onto the shiel at all times, limiting your movement.
How to Defend: Not needed since it is supplementary, though it can easily be destroyed with lightning and water technique's
Other: Do both hands need to be connected, or only one?

O: the language!

Other: Do both hands need to be connected, or only one?
Well, the point of this is to keep chakra channelling into the wall to keep it up. If you do not do this it will fall down and become ordinary water again. But to answer your question, if you keep one connected you will be able to pump chakra into it, just like when you would with two, thus one will do.
Agree?

I'd say so too, only thing is you can't use other technique's that require handseals, since your hands are already busy;)

Continuing!

(Ooki Kouu no Jutsu) - Big Rain Skill
Rank: B
Type: Supplementary
Range: Short-Mid
Chakra cost: 20
Damage Points: N/A
Description: By sending subtle chakra waves into the clouds, the user is able to create unusually large nuclei for the water droplets to condense on. The end result is big raindrops that fall to the ground at a faster then normal rate. They aren't big or fast enough to cause any real damage, but they are quite distracting.

Focus your chakra and send it into the clouds, where you use your chakra to make the rain bigger by increasing the size of the nuclei of each raindrop. The big raindrops that are created fall faster towards the ground and with the speed they obtain can harm the opponent.

(Shuushi Ame) - Stop Rain
Rank: B
Type: Supplementary
Range: Short-Mid
Chakra cost: 20
Damage Points: N/A
Description: This technique defines the users chakra control and for tactical measures for other techniques. The user creates the necessary handseals and every rain drop stops in mid air or wherever they are

Focus your chakra and perform the necessary handseals, then use your chakra in the rain to old he drops in place, causing the rain to stop and the rain drops to be stopped everywhere in mid air.

How to Preform: Sending waves of my chakra into the air, I create large nuclei in the air on which drops of the rain will condense on. Once they're big anough they fall towards the ground at a higher speed then the normal rain droplets
Advantages: Due to their size it's not to difficult to spot them, especially for Sharingan/Byakugan users, but they will distract them momentarily, allowing you to attack or retreat.
Disadvantages: They don't do any ral damage, are merely a distraction
How to Defend: They don't do any reqal damage, but if you want to stop them i'd say a large fire wind technique to evaporta/blow them away
Other: N/A

How to Preform: Gathering my chakra, I perfrom a sequence of handseals before releasing a burst of chakra into the air around me, stopping the rain from falling around me, rather it 'floats' in the air
Advantages: A good defence against other rain technique's
Disadvantages: You have to keep on using your chakra to hold the technque, so you can't use any other technqie's I'd say.
How to Defend: Not neccessary;)
Other: N/A

You changed your name D:

(Ame Aikuchi) - Rain Dagger
Rank: B
Type: Attack
Range: Short-Mid
Chakra cost: 20
Damage Points: 40
Description: A simple jutsu that gathers the rain with chakra and then forms it into a dagger-like weapon. The chakra gives the water a more solid form so that it can be used for attacks. The water returns to normal shortly after creation. When the dagger cuts into something the water from the dagger expands within the cut to increase the damage.

Use your chakra to gather the rain and form a dagger of the raindrops. Due to using your chakra the weapon becomes more solid, but if you do not use it it will turn back to it's previous state, thus water. If you use the dagger correctly and it cuts someone it will deal more damage than a normal dagger would because the water from the dagger would expand within the made cut, making it wider.

(Amagasa no Jutsu) - Umbrella Technique
Rank: B
Type: Supplementary
Range: Short
Chakra cost: 20
Damage Points: N/A
Description: A helpful technique for staying dry in the rain. After a few short handsigns, the user can create an invisible umbrella by extending their arm over their head and holding an open palm towards the sky. This "umbrella stops all rain, but cannot stop jutsu that take a more solid form like the Rain spear technique. This technique was actually made to stop the acid rain technique and other average falling rain techniques from touching the user.

Perform a few handseals and focus your chakra after which you extend your arm over your head into the sky, opening your palm and releasing the chakra from it to form some sort of umbrella. This umbrella will obviously prevent you from getting wet in the rain but cannot stop more solid forms of rain.

No I didn't... Ehh, you got me>.<
____________________

How to Preform: Focusing my chakra into the pouring rain, I force the drops to merge together to create a dagger like shape. Upon hitting the ground it expands slightly, leaving a bigger cut the a normal dagger would, before it turns back into water.
Advantages: It's more solid that rain, so it does more damage. Also, it expands slightly when hitting something, causing it to do more damage then normally
Disadvantages: If not used it turns back into water, and you wasted some of your valuable chakra
How to Defend: Earth armour if you know where it willl hit you since earth>water
Other: N/A
How to Preform: I focues my chakra into my hands after performing a short sequence of handseals, before I extend my hand into the air. As I extend my hand into the air, I force my chakra out of hy hand, in the air above into an umbrella like shape, that blocks the normal rain from falling on me
Advantages: You won't become wet, and if there are technique's that work with rain falling onto you first it will defend you against them
Disadvantages: It won't block solid rain technique's
How to Defend: N/A
Other: Would it work with a technique like Rain Tiger at Will? Since that one notifies the user of any chakra obsturction, I'd think it wouldn't...
Also, you can't use any other technique besides this one right? Since you are already focusing your chakra.
