Unlike other elements like fire, water or ice, rain is not created, instead one will create clouds and then manipulate the rain the is falling down from the clouds, using it to attack, defend or aid them self. To use rain as an attack, one can manipulate the rain drops to be like bullets, spikes, blades or spears to harm the opponent. To use rain as a defence, one can make a shield out of the rain or manipulate it in a protective layer around the body.
Rain can be used a lot for supplementary technique's, good examples of this are making the rain glue-like so the opponent can not move freely, create a dome or net to capture the opponent or manipulating the rain so that the droplets will become invisible so that the opponent can not see them any more, giving chance for a surprise attack.

A sharingan user can not see trough the rain because it is infused with the users chakra much like the Hidden Mist technique, and like with the Hidden Mist technique, byakugan users can see trough the mist and pinpoint the user.

Well, based on the fact that rain is water, it will be strong against fire and weak against earth, mainly because rain technique's consist of single droplets, while earth technique's are solid. I would imagine it being more or less neutral to lightning, although the rain drop should be able to conduct the lightning due to it's water properties. That leaves us with wind, again, I would say that rain and wind are more or less neutral, but that depends a lot on the type of wind technique used, for example, a big whirlwind or wind-blast could blow away or defend against a rain technique while a smaller scale technique like wind bullets wouldn't really be able to defend against hundreds of rain drops falling down.

Instantly the clouds turn darker, causing it to rain. Due to my chakra in the clouds, and thus the raindrops, I can pinpoint your precise location, similar to Rain Tiger at Will*

Now, for the first technique:

(Ame Tama no Jutsu) - Rain Bullet Technique

Description: By focusing chakra into the user's hand they are able to gather rain drops towards their palms, the rain is molded together by chakra and forged into a high pressured orb. Once done the orb will shoot away from the users hand and the user will be knocked back. If it hits the enemy the enemy will be sent away flying or unbalanced.

First, create rain.
Once you have done that you can start focusing your chakra for your first rain technique, namely this. Focus your chakra into your hands and gather drops of the rain in your palms. Use your chakra to mould the raindrops, and thus, water, together into a high pressured orb of rainwater. Once you're done with creating the orb, it will shoot away from your hand and you will be knocked back due to the pressure as it is send towards the opponent, who on their turn will be send flying or unbalanced, depending on the type of opponent.

Still using the old template I see;)

How to Preform: Focusing both my wind and water chakra into the air, force the water in the clouds above us to condense in droplets that fall down, causing it to rain. As it starts to rain I cup my hand in front of me and catch several rain drops in it while focusing my chakra into my hand and the rain drops. Using my chakra I mold the rain drops together to form an orb of water, making the orb as small as possible, causing a high pressure to build up inside of it. As the pressure builds up I point my hand towards a nearby tree when suddenly the pressure is so high that the orb shoots away, speeding towards the tree while I am flung backwards at the same time.
Advantages: Due to the high speed of the the orb, it will be difficult to dodge the bullet, because one has to see it happen and only then can react, leaving a small time frame for their reaction
Disadvantage: You lose your own balance when shooting the drop, making you vulnerable to attack
How to Defend: Seeing that it's a D-Rank technique, any type of defensive earth technique should be enough to stop the bullet from doing any damage to you.
Other: So, I have to make it rain first for the technique to be used, or can I instantly create the rain in my hand like a water technique"?

(Touei Ame Bushin) - Reflection Rain Clone

Description: This technique creates a reflection of the user, this clone is unable to touch physical objects or cause harm. Every move that the user makes the clone mimics at the same time. The reflection clone is destroyed after one hit, this is a tactical technique.

Focus your chakra and use it to create a reflection of yourself in the rain. This reflection is totally harmless but might confuse the opponent.

How to Preform: Focusing my chakra into the rain that falls down, I focus on the drops that fall in and around the area where you stand, using my chakra to slightly alter the properties of the rain drops so that they become thick and sticky. As the drops fall down on you they stick to your clothes and bind you to your spot, immobilising you.
Advantages: Since your opponent is stuck to the ground he will be an easy target for further attacks.
Disadvantages: The opponent needs to be in contact with the ground to be stuck to it and the rain drops need to touch him to be effective.
How to Defend: Since the rain comes from above I would suggest using an earth technique to block the rain
Other: Is the opponent only stuck to the ground or is he totally immobilised ei, he can't make any hand seals any more

How to Preform: As the rain keeps in falling down, I focus my chakra into the rain and create an exact reflection of myself.
Advantages: As you said you can use it to confuse your opponent, creating an opportunity to attack him.
Disadvantages: It's only a reflection, so besides a distraction it can't do anything else
How to Defend: It's no attack, so you can't really defend against it.
Other: Does it work like a kind on mirror, so the reflection moves in the same moment you do, or does it move independently from the user?


As for creating the rain, is there a technique one can use besides Rain Tiger at will or do we just say that we focus our chakra in the clouds to make it rain, cause that sounds a bit stupid...

1. It binds the opponent in place, which would suggest the opponent is stuck in one place for sure. If you describe in a fight that their hands will also be bound, then they will. This is possible as long as it is described imo.

2. "Every move that the user makes the clone mimics at the same time." If you sneeze, it sneezes too ;)

3. In my opinion one needs to create the rain first. You can focus your chakra on the sky all you want, but if there is no water up there it will not come down either :p To be save, always first use a technique like the Rain Tiger.

In truth, they have merely assumed a form that mimics rain. Fast movements and physical contact with others may reveal the user

Focus your chakra into the rain whilst performing a couple of handseals and use the chakra and the rain to conceal yourself within the rain. After the handseals are performed and the jutsu is activated, you will seem to disappear.

(Hitoshirenu Ame Sai) - Hidden Rain Slash

How to Preform: Focusing my chakra into the rain that pours down, I preform a set of hand seals. After preforming the last handseal, my body seems to merge with the rain, becoming effectively invisible in the rain to anyone who is around.
Advantages: You can move stealthy around and create an opportunity to attack for yourself
Disadvantages: (Fast) movements can give your location away.
How to Defend: Not, it's an supplementary technique.
Other: Dojutsu still won't see you right? Since you infused the rain with your chakra to...

How to Preform: Focusing my chakra into the rain, I concentrate on one single rain drop above a tree nearby. Focusing my chakra into it, mold its shape so that it becomes more solid then any of the other drops and also becomes as sharp as a blade as it falls down on the tree, cutting the branches in its way.
Advantages: You can attack your opponent without him knowing that something is coming since he most likely will be concentrating on you and therefore doesn't know what comes from above.
Disadvantages: The drop moves in a straight line, so if the target moves the drop won't do any damage
How to Defend: Seeing that water(rain) is weak against earth, I'd suggest some sort of earth dome above yourself once you see it coming.

If you created the rain, they won't be able to see you. Sharingan in any case not. However, if you only focus your chakra in the rain to hide and the rain is created by another source, they will be able to see you.

(Ame no Yari) - Rain Spear

Description: By using chakra to condense a large amount of rainwater into one place, the user creates a spear of water in the clouds. The spear can at any time be called down to strike an opponent with only one hand-seal. The water will stay in the form of spear for a short amount of time (three posts). If the spear is not used by that time it will fall uselessly as rain. The only warning this technique gives is a second pause in the rain when the water is gathered and condensed.

Focus your chakra and condense a large amount of rainwater into one place. Then create a spear of water from it in the clouds. Once created, the spear can be called down upon the opponent at any time, using one handseal. If you do not use the spear within a set amount of time, the water will just fall down as rain uselessly again.

That's understandable^^

How to Preform: Focusing my chakra into a dozen of rain drops that pours down, they fall down until they hit the ground. As soon as they hit the ground I slightly manipulate my chakra in the drops so that they become spikes on the ground, damaging anything that steps onto them.
Advantages: You can slightly immobilise your opponent, or if he moves damage him.
Disadvantages: Once the spikes fall onto the ground you can't move them any more.
How to Defend: Not sure, the attack seems to me more supplementary since the water spikes stay on the ground, but to not step onto the spikes you can use an earth technique around your feed to protect them against the spikes.
Other: Only the fact that it seems more supplementary then offensive to me due to the nature of the spikes...

How to Preform: Focusing my chakra into the clouds above, I manipulate the raindrops so that they for a spear of water. Then after preforming a single hand seal the spear falls out of the sky, piercing the ground on the target spot.
Advantages: Because you already created the spear, you can wait and coordinate it with a set of another attacks to make it difficult to defend against it
Disadvantages: Once the target moves, I think it's almost impossible to change it course
How to Defend: There is a small pause in the rain once it's create so that could give one a clue that something is going on in the sky, seeing that rain is weak against earth I'd say something like an earth or chakra shield above you.

The pause lasts a second :p It is stated kind of weirdly.

Yes, the pause.

Can you change the course of the spear once it is launched?
No, you cannot alter the direction once launched.
