[Question] When can I change my username?

It's about time I evolve into Slowking.
Is there anyway to change my username without Premium?

If Premium is the only way, how exactly does it work?
And I need to know everything about it. Including the Perks.​

Get premium wich costs around 5 Euros from what I heard.
