You were asking how Kawaki got his seal, not Jigen

Possible options (Jigen):
1) He's an Otsutsuki as well
2) He killed an Otsutsuki (probably some Otsutsuki fodder weakling)
3) He just stole the technique from some Otsutsuki member/ Otsutsuki scroll (or something like that).
