Hagoromo had rikudou senjutsu before he even became a jin. Do you have any proof that ex JJ keep some of their power? Heck, even if he did get any left over power it'd be minuscule.

No it wasn't. Madara would have taken notice, as he did when obito began absorbing it after the fact (as shown in the scan you posted)
