kirin... instantanius and unavoidable... well there are ways to get around it but still if you have never seen it before you will never see it twice!
thats why its sasukes trump card. if he uses it every fight then some specator will figuer out ways to avoid it... orochimaru said that at some point when sasuke was about to use kirin.
Fuuton Rasengan Shurikin is more powerful but naruto is slower and FRS has to make contact to harm the oponent and kirin can be used at a distance... kirin wins by default

i go with the frs simply because wind is greater than lighting. but i would like to know what naruto's new jutsu is he was hiding from pa it seems to come from the heavens as kirin does.

How do we know Kirin is so unavoidable? Saying "OH YOU CANT DODGE THIS OLOL" doesn't make it the truth.. someone fast enough could dodge it. We already know Kakashi could split a lightning bolt in half, and we know there are people who can move faster than him.

kirin is unavoidable because it moves at the speed of light (being lightning) and no matter can move at the speed of light, you have mass, you have less than light speed.
Kirin is also not limited to chakra capacity, lets put chakra capacity into numbers
lets say naruto has 100,000 chakra points, sasuke has 10,000, naruto has a BUTTLOAD of chakra, a rasenshuriken lets say uses up 25,000 points, gives him 4 shots with it, pretty cool
However sasukes kirin isnt based on chakra points, he releases fire dragons when almost out of chakra (1000 points, 25 hits) and he can make massive storms worth millions of chakra points, the only reason itachi didnt die was because of yatas mirror by susanou.
Wind beats lightning as long as wind is stronger by the shinobi.
Zetsu stated a veteran with a stone can beat a novice with a kunai.
My point is wind beats electric as long as the wind attack itself is stronger than the electric.
Otherwise rasenshuriken can be beaten (hence naruto loses) to the most BASIC fire attacks.

It hasnt been stated but thats common sense, it also means hokage level shinobi cant be beaten by genin because the genin has a opposing element which helps them.
For this reason, i go with kirin for most power.
However, narutos jutsu appears to have much faster activation, theres also the fact that you can still hide from kirin, and you can also in theory blow the clouds away with wind attacks, but who knows.
I personally prefer the jutsu FRS, however power alone, kirin has no chakra limitations, that pretty much means its power is beyond human capability, as zetsu says.
